English Learner Programs
Purposes of the ELAC

Whenever 21 or more English Learners are enrolled at a school site, the site has a functioning EL advisory committee (ELAC) on programs and services for English Learners that has met all of the following requirements:

The purpose of the ELAC shall be to provide parents of English Learners opportunities to:
  1. Elect a President, Vice President and Secretary. ELAC parents have been given an opportunity to vote.
  2. Provide advice to the principal and school staff on the most positive and effective actions to improve learning for English Learners.
    1. The development of a detailed school plan for English Learners submitted to the governing board.
    2. The development of the school’s needs assessment of students, parents, and teachers.
    3. Administration of the school’s language census.
    4. Efforts to make parents aware of the importance of regular school attendance.
  3. Elect at least two members of the school site ELAC to the District’s English Language Advisory Committee (DELAC).
  4. Learn more about the programs offered to their students
  5. Receive training materials and training, planned in full consultation with committee members, appropriate to assist members in carrying out their legal responsibilities. The training should include the following:
    • Copies of the By-Laws
    • Robert’s Rules of Order
    • Tips for successful ELAC meetings
    • Rules of conduct for successful meetings

Provide advice on the mosteffective actions to support full participation in all school activities.
