Developer Fees Online Portal
Palmdale School District (PSD) is proud to partner with Facilitron to provide an easy-to-use online portal for registering and paying developer (school impact) fees! You can now register your project and pay developer fees from anywhere. This new portal allows you to create and submit projects, upload forms and information, calculate fees, and conveniently pay online by credit card, ACH (electronic check) transaction or by mailing in a paper check.
Once submitted, the supporting documents will be verified by the school district qualified staff members, and a Certificate of Compliance (COC) can be issued upon review and approval. If for any reason we cannot approve your request, someone will contact you as soon as we get a chance to either provide additional information or explain the reason for the denial, so please make sure to include a valid email address and phone number on the application submitted online.
WALK-INS ARE NOT ACCEPTED.
However, PSD will continue to accept requests during office hours at the Facilities, Maintenance and Operations Department located at 39210 10th Street East, Palmdale, CA 93550. Our office hours are 8:30 a.m. to 4:30 p.m. Monday through Friday excluding holidays and winter break.

Please use our SCHOOL LOCATOR prior to making an appointment to determine if your property falls within Palmdale School District boundaries. If your property does not fall within our district’s boundaries, please reach out to the Antelope Valley Union High School District at [email protected] and they should be able to guide you to the school district your property belongs to.

The following forms are REQUIRED to generate a certificate of compliance. Applications without the proper supporting documentation will NOT be approved.
- For properties located within the City of Palmdale, please submit a copy of the permit with the green stamp issued by the City of Palmdale Building & Safety Division. That permit is specifically issued for school fees so please make sure you request it prior to starting your application. Permits without the stamp/printed from their online portal will not be accepted.
- For properties located within Los Angeles County, please provide copies of the approved plans that should show:
- The property's owner’s name.
- The property's address.
- The property's APN, which can be found on the Los Angeles Assessor's Portal.
- The square footage of the new construction or ADU (Additional Dwelling Unit).
NOTE: For new residential construction, additions or ADU applications located on properties within our Community Facilities District (CFD No. 90-1), commonly referred to as “Mello-Roos”, no developer fee will be due at the time the certificate of compliance is released. Following the issuance of a building permit for the new residential construction, an annual Special Tax will be added to your County issued property tax bill. However, the certificate still needs to be issued, otherwise the City of Palmdale will not approve the construction.
You can check if your property is part of our Community Facilities District (CFD No. 90-1/Mello-Roos) by entering either your APN number (no dashes) or your address in the search boxes on our Community Facilities District Information Portal, which also offers additional information about the Community Facilities District (CFD No. 90-1/Mello-Roos). If the return information shows a ZERO under the Annex section, that means the property is not annexed into our Community Facilities District (CFD No. 90-1/Mello-Roos), therefore the fees listed below will apply.

Below is a snippet of how you can find the CFD 90-1 (Mello-Roos) special tax on your property tax statement.

IF THE PROPERTY IS NOT WITHIN OUR COMMUNITY FACILITIES DISTRICT (CFD NO. 90-1/MELLO-ROOS), THE FEES LISTED BELOW WILL APPLY AND WILL BE DUE UPON APPLICATION. APPLICATIONS FOR NEW COMMERCIAL OR MINI STORAGE WILL BE SUBJECT TO THE FEES BELOW REGARDLESS OF LOCATION WITHIN PSD.
